About Hamari Dharohar:

  • Hamari Dharohar Scheme is one such scheme to protect and preserve the rich culture and heritage of the minority communities living in India.
  • Launched in 2015
  • Launched by Ministry of Minority Affairs
  • In India, all communities can enjoy equal rights to carry out and enjoy their culture and religion. Keeping up with the same spirit, the Government of India is now following a need to curate the heritage and culture of the minorities.
  • This is because there is a lack of knowledge and understanding of the cultures of the minority communities at present. Also, keeping in mind the present scenario, this scheme would be helpful in promoting tolerance in the country.

Objectives And Key Features Hamari Dharohar Scheme

  • The prime objective of this scheme is to preserve and protect the heritage of certain communities. This includes religions like Parsis, Christians, Buddhists, and other such communities.
  • Such a curation of the heritage shall also include the curation of the art and literature that is specific to the particular community. It will also include documents etc.
  • The aim of the scheme is also to support the promotion of various forms of expression which are unique to each community such as calligraphy. Therefore the government will help promote such forms of expression.
  • The government’s aim is also to perform research and help the development of the communities so that much is uncovered about the history of these communities. This will help India learn more about them and it will also help them come into a state of harmony.

Activities under Hamari Dharohar Scheme

The activities/actions covered under the Hamari Dharohar Scheme are as follows:

  • Documentation/Citations of oral, verbal traditions, art forms, sculpture, etc.
  • Support and motivate the people for organizing or conducting the heritage associated workshops, seminars, fairs, events, etc.
  • Support/Aid to ethnic, national, traditional, cultural, museums for showing and maintaining the heritage of minority communities.
  • Encourage the people and organizations for promoting the rich heritage, culture, traditions of minority communities.

Knowledge Partners Implemented

Ministry of Minority Affairs, Government of India (GOI) will implement and execute the Hamari Dharohar Scheme in meeting with the Ministry of Culture or its bodies with the support of proficient, expert and professional national and international knowledge partners. Some of the names of the Knowledge Partners are mentioned below:

  1. Archeological Survey of India (ASI)
  2. National Museum (NM), Delhi
  3. National Archives of India (NAI), New Delhi
  4. National Gallery of Modern Arts (NGMA)
  5. Indira Gandhi National Centre of Arts (IGNCA)
  6. United Nations Educational Scientific and Cultural Organization (UNESCO)
  7. Indian National Trust for Arts and Cultural Heritage (INTACH)
  8. World Monument Fund (WMF)

Steps to Apply for Hamari Dharohar Scheme

Likewise, the government may also reward fellowships in the relevant field, provided the candidate fulfils the eligibility criteria. The steps to apply for the scheme are explained briefly below:

  • The Ministry of Minority Affairs, Government of India will offer proposals in suggested format for selection through an announcement in newspapers and the official website of the Ministry of Minority Affairs i.e. http://www.minorityaffairs.gov.in/.
  • The organization may also openly sponsor the schemes to knowledgeable organizations that submit projects in suggested format and are popular for their practice in the appropriate field or on the board of the Ministry of Culture for curating works, writings.
  • Ministry of Minority Affairs proposals will be screened and reviewed on the basis of functioning strategies, the approved reward-based system for mandatory criteria will be retained before the Project Approval Committee (PAC) of the Ministry.
  • On the other hand, the government reserves the right to stop the selection at any phase without warning.
  • The government may verify the identifications of the Project Implementing Agencies (PIAs) through any certified organization/institution.
  • The offers of selected PIAs will be measured with the appreciation of the expert i.e. Secretary (Minority Affairs).

Eligibility Criteria for Hamari Dharohar Scheme

The candidates/aspirants must meet or fulfil the eligible criteria explained below to apply for the Hamari Dharohar (Our Heritage) Scheme.

  • The aspirant should be a notified minority.
  • He/she should have completed his/her post-graduation with a minimum of 50% marks from a recognized institution/university in the relevant field to avail of the fellowship to fulfil the required objectives.
  • He/she should have secured/obtained admission in a renowned university/institution for a regular M. Phil/Ph.D.
  • The applicant should not exceed more than 35 years of age.
  • 33% of seats of yearly aims will be reserved for minority girls/women candidates.

Example of plans under the Hamari Dharohar Scheme:

The Everlasting Flame series of international exhibitions were held in New Delhi from May 19 to May 29, 2016. It lasted for 11 days. It consisted of three exhibitions namely “The Everlasting Flame: Zoroastrianism in History and Imagination”, “Threads of Continuity” and “Painted Encounters”.
