Major Government Schemes and Missions

  • PM MITRA Parks (Prime Minister Mega Integrated Textile Region and Apparel Parks) – Establishing 7 world-class integrated textile manufacturing hubs across India with modern infrastructure, integrated value chain from fiber to fashion, and employment generation of approximately 1 lakh direct and 2 lakh indirect jobs per park​

  • Production Linked Incentive (PLI) Scheme for Textiles – Incentivizing production of Man-Made Fiber (MMF) apparel, MMF fabrics, and technical textile products with a budgetary outlay of ₹10,683 crore for FY 2025-26 to FY 2029-30​

  • National Technical Textiles Mission (NTTM) – Promoting development of technical textiles in strategic sectors with ₹1,480 crore budget, focusing on research, innovation, market development, and export promotion of specialty fibers and geotextiles​

  • SAMARTH (Scheme for Capacity Building in Textile Sector) – Demand-driven, placement-oriented skill development programme targeting training of textile workers with focus on employment generation and industry collaboration​

  • Amended Technology Upgradation Fund Scheme (ATUFS) – Credit-linked subsidy scheme providing capital investment subsidies for technology modernization across textile segments including apparel, garments, and technical textiles​

  • Integrated Processing Development Scheme (IPDS) – Supporting modernization and technology upgradation of textile processing units to enhance quality and productivity​

  • Scheme for Integrated Textile Parks (SITP) – Creating integrated textile infrastructure clusters with shared facilities and common amenities for textile units​

Handloom Sector Schemes

  • National Handloom Development Program (NHDP) – Comprehensive end-to-end support for handloom weavers with components including cluster development, marketing assistance, infrastructure development, concessional credit through Weavers’ MUDRA Loan, welfare support, and research & development​

  • Comprehensive Handloom Cluster Development Scheme (CHCDS) – Development of handloom clusters with integrated infrastructure, design support, technology upgradation, and marketing linkages​

Silk and Sericulture Schemes

  • Silk Samagra-2 – Comprehensive development scheme for the sericulture value chain (2021-22 to 2025-26) with ₹4,679.86 crore allocation, supporting mulberry, vanya, and post cocoon sectors through research, training, market development, and quality certification​

Handicrafts Sector Schemes

  • National Handicrafts Development Programme (NHDP) – End-to-end support for handicraft artisans with components for marketing support, skill development, Ambedkar Hastshilp Vikas Yojana, direct artisan welfare, infrastructure support, and research & development​

  • Comprehensive Handicrafts Cluster Development Scheme (CHCDS) – Development of handicraft clusters with infrastructure, market access, design and technology upgradation support for scattered artisans and SMEs​

Wool Development

  • Integrated Wool Development Programme (IWDP) – Umbrella programme implemented across wool-producing states supporting small, medium and large-scale wool manufacturing units with components for improving wool production quality, establishing service centers, and export promotion​

Powerloom Sector Schemes

  • Power-tex – Comprehensive scheme with multiple components including Group Workshed Scheme (GWS), Pradhan Mantri Credit Scheme for Powerloom Weavers, Grant-in-aid to Non-TxC Powerloom Service Centers, and In-Situ Upgradation Scheme for plain powerloom​

Export Promotion and Support Schemes

  • Rebate of State and Central Taxes and Levies (RoSCTL) Scheme – Reimburses embedded state and central taxes on exports of apparel, garments and made-ups through duty credit scrips to enhance export competitiveness​

  • Export Promotion Mission (EPM) – Collaborative framework supporting export competitiveness through NIRYAT PROTSAHAN (trade finance support) and NIRYAT DISHA (non-financial enablers including quality support, branding, and market intelligence)​

  • Remission of Duties and Taxes on Exported Products (RoDTEP) – Rebate scheme covering textile products not covered under RoSCTL to enhance export competitiveness​

  • Interest Equalisation Scheme (IES) – Providing 2-3% interest subsidy on pre and post shipment export credit to reduce financing costs for exporters​

  • Market Access Initiative (MAI) – Supporting participation in international fairs, branding, and market development for textile exports​

Jute Sector Schemes

  • Jute Sector Schemes – Multiple support schemes for jute industry development and modernization​

Research, Development and Innovation

  • National Institute of Fashion Technology (NIFT) – Education and training in fashion and textiles at higher levels​

  • Skill Development Initiatives – Integrated skill development programmes addressing manpower needs across textiles, handlooms, sericulture, jute, technical textiles, and handicrafts​

Additional Support Mechanisms

  • EU-India Collaboration Projects on Sustainable Textiles – Seven newly launched projects (EUR 9.5 million funding) focusing on natural dyes, bamboo craft, handlooms, shawls, traditional handicrafts with emphasis on circular economy and women empowerment across nine states​

  • Raw Material Supply Scheme – Transport subsidy and price subsidy on cotton, silk, woollen, linen yarn for handloom weavers​

  • Premium Handloom Support – Special focus on promotion of premium handicrafts products for niche markets and preservation of heritage crafts​
